In November 1989 John Deutch, then provost of the Massachusetts Institute of Technology, appointed a Committee on Sexual Harassment, chaired by Associate Provost for Institute Life Samuel Jay Keyser, with representation from the entire MIT community. The committee's report, entitled Report of the MIT Committee on Sexual Harassment, was issued in October 1990 and represented a consensus on steps required to develop an environment free from sexual harassment while preserving community, collegiality, and civility at the Institute. The committee's recommendations included making modifications in the Institute's policy on harassment which would strengthen the policy's effectiveness in reducing instances of sexual harassment and resolving instances when they occur; establishing the outline of a community-wide program of prevention and support designed to produce an atmosphere in which sexual harassment is unacceptable behavior; and proposing steps to reduce the occurrence of sexual harassment in campus residences and MIT living groups.
